Facebook - launching weather targeting
If you want to apply weather targeting to an already live campaign, leave the campaign and ad sets active, import them into WeatherAds, and apply your weather triggers. WeatherAds will activate your paused ad sets and start displaying your ads to the weather-appropriate areas, once you set your weather targeting live.
If you have a new campaign, in a paused state, that you want to launch imminently, leave the campaign paused, and then import it into WeatherAds. Once you set your weather targeting live in WeatherAds, you can switch your campaign on at the Facebook side.

AdWords; modifying bids based on weather
If you are simply looking to increase and decrease bids based on weather, and you have selected ‘if conditions across all filters are not met, show ads at default bid’ then the best method of launching is to have both your AdWords Campaign and its ad groups switched on.
You can then log into WeatherAds, apply your weather targeting rules to your campaign and set the weather targeting live. Within a few minutes, WeatherAds will start to regulate your bids for all your campaign's micro-geos according to the rules that you have set up.
AdWords: switching ads on and off based on weather
If you are looking to switch ads on and off based on weather, and you have selected ‘if conditions across all filters are not met, don’t show ads’ then the best method of launching is to have your AdWords Campaign switched off, and your ad groups switched on.
This is because under this setting, WeatherAds is capable of activating a paused campaign.
Once you have set your weather targeting live, WeatherAds will switch your campaign on if any of your locations meet your weather targeting rules, and start displaying your ads in those locations where the weather complies with your triggers.
